5/18/2016: STAR EXEMPTION CHANGES -New applicants who quailfy for STAR will register with NEW YORK STATE instead of their assessor

We have recently been informed by the New York State Department of Taxation and Finance (DTF) that changes have been made to the STAR program. This change to STAR now requires any new owners (owning May 2, 2014 or after) wishing to receive STAR to apply directly with New York State DTF.  If you owned your home prior to May 2, 2014 and never applied for the STAR benefit, you will also need to apply directly with DTF to receive the STAR credit. Applicants will receive a STAR credit check instead of the STAR exemption off their school tax bill. The dollar amount of the STAR credit check will be the same as the property tax exemption. You do not need to re-apply for STAR if you are a long time homeowner currently receiving the STAR exemption.  The Assessor's Office will be reaching out to affected homeowners who have already submitted STAR applications to us in order to alert them of this change.  The letter will provide neccessary information on how and where to apply for STAR.

The New York State School Tax Relief (STAR) program is offered by the Office of Real Property Tax Services, a division of the New York State Department of Taxation and Finance. It provides a partial exemption/credit from school property taxes for all residential, owner occupied, primary residences, depending on your income.

Applying for the STAR Program

The Basic STAR exemption is available to anyone who owns and lives in his or her home and earns less than $500,000. The income limit applies to the combined incomes of only the owners and owners spouses that reside at the property.

Renewal deadline for CURRENT Enhanced STAR recipients: May 1

The Enhanced STAR exemption is available to all senior citizens whose property is the primary residence of at least one of the owners. Owners must be 65 years of age or older on or before December 31, unless property is owned by husband and wife, or siblings, one of which is 65 years of age or older. The combined 2014 federal adjusted gross income, minus taxable IRA distributions, cannot exceed $84,550.  Annual renewal is required, however, if you file a NYS tax return, you may choose to participate in the STAR Income Verification Program which eliminates the need to file for annual renewal.  If you are a new owner, you must apply directly with NYS Department of Taxation and Finance to receive this benefit.  If you are currently in the Enhanced/Basic STAR program and receive the exemption on your school tax bill, please contact our offices for more information about the renewal process or switching from Basic to Enhanced.
