5/4/2016: STAR EXEMPTION CHANGES
We have recently been informed by the New York State Department of Taxation and Finance that changes have been made to the STAR program. Click HERE to be directed to the NYSDTF website for STAR. More information will be provided once it becomes available.
The New York State School Tax Relief (STAR) program is offered by the Office of Real Property Tax Services, a division of the New York State Department of Taxation and Finance. It provides a partial exemption from school property taxes for all residential, owner occupied, primary residences, depending on your income.
NEW LEGISLATION REQUIRES ALL HOMEOWNERS CURRENTLY RECEIVING A BASIC STAR EXEMPTION TO ALSO REGISTER WITH THE NEW YORK STATE TAX DEPARTMENT IN ORDER TO RECEIVE THE EXEMPTION IN 2014 AND SUBSEQUENT YEARS.
For detailed information regarding Star Registration, as well as the Tax Freeze Credit and the Family Tax Relief Credit, please visit the New York State Department of Taxation and Finance website.
If you are applying for STAR for the first time, or a new homeowner, please follow the instructions below.
Types of STAR Exemptions
Basic STAR Exemption
Filing deadline: May 1
The Basic STAR exemption is available to anyone who owns and lives in his or her home and earns less than $500,000. Proof of residency is required and a copy of such proof (driver's license and telephone or utility bill) must be submitted with your application. No annual renewal is required.
Enhanced STAR Exemption
Filing deadline: May 1
The Enhanced STAR exemption is available to all senior citizens whose property is the primary residence of at least one of the owners. Owners must be 65 years of age or older on or before December 31, unless property is owned by husband and wife, or siblings one of which is 65 years of age or older. The combined 2014 federal adjusted gross income, minus taxable IRA distributions, cannot exceed $84,550. Proof of residency must be submitted with your application, along with proof of age and income. Annual renewal is required. However, if you file a NYS tax return, you may choose to participate in the STAR Income Verification Program which eliminates the need to file for annual renewal.
Please note: senior citizens already enrolled in the Senior Citizen Exemption Program are automatically enrolled in the Enhanced STAR Exemption.
