Highway Department FAQ's

1. How do I schedule for a bulk item pickup?

A. Curbside pickups of metal are held every Wednesday, by appointment only. If the
item is solely comprised of metal, you should contact the Town Highway Office at
381-7825 between the hours of 8:30 AM and 4:30 PM, any workday, (up until 2:00 PM on
the Tuesday before the scheduled pickup date). If you have bulk items, which are not
metal, they are picked up by the Sanitation Department, usually on the second pickup day
of the week. Any questions regarding non-metal bulk items should be directed to the
Sanitation Department at 381-7810.

2. I am planning to replace my water and sanitary sewer connections; are any
permits required?

Yes, for work on either service, a master plumber, licensed to work in the Town of
Mamaroneck, must file a Plumbing Permit with the Town’s Building Department. If the
work extends beyond your property line into the Town’s right-of-way, or if heavy equipment
such as a backhoe is used, a Street Opening Permit is required. Applications and
information for this permit may be obtained on this web site or by visiting the Highway
Department’s main office located on the Second Floor of the Town Center at 740 West
Boston Post Road.

3. How do I report roadside emergencies during time periods when the offices of
the Town Center are closed?

Reporting of emergencies such as fallen tree limbs, downed wires, sewer backups, water
& gas main leaks, hazardous road conditions (i.e. icy conditions, flooding conditions,
severe potholes) should be directed to the Town Police Department at 381-6100 during
periods when the main office is closed. Normal business hours for the Highway
Department are 8:30 AM. to 4:30 PM, Monday through Friday.

4. Where is the boundary line between my property and the Town roadway?

A line of possession known as the “right-of-way” limit divides property owners’ land and
the Town’s adjacent roadside land. In general, this boundary line falls within an area of
eight to twelve feet inside the edge of the curb as shown on an official survey. Copies of
property surveys are generally filed with the Town’s Building Department.

If you are planning on performing any work along your road frontage such as installing any
utilities, fencing, sprinkler systems, dog wires, landscaping, etc.; you should contact the
main Highway Department office to determine the limits of the right-of-way.

5. I am having some drainage work performed in my basement to remedy
occasional flooding conditions. Are there any restrictions regarding this type of
work?

A. Yes, there are Town Codes, which restrict some drainage work of this nature. It is
illegal to pipe any drain, sump pump, roof leader downspout or any similar related
drainage appurtenance to either the sanitary sewer system or to the road curbside. In
addition some types of work may require Town permits and inspections. If you have any
questions regarding this type of work, you should contact either the Building Department or
Highway Department prior to having the work done.

6. I was told that I needed to get a “Code 753” number before I have any site
work done on my property. What is "Code 753” and why is it required?

A. Under New York State Law, there are rules and regulations which govern the
operations of excavators, contractors, utilities, municipalities and any other
individuals performing site work which may include any potential digging. By law
such persons are required to call the Underground Facilities Protective
Organization (U.F.P.O.) at 1-800-962-7962. This organization, in turn, notifies all
agencies (such as Con Edison or Verizon), which may have an underground
facility on the site. A minimum of two working days is given to all notified
agencies to clearly stake out any of their underground facilities. The “Code 753”
number is a thirteen digit number issued by the U.F.P.O. organization referencing
the phone call.

7. How do I report a street light malfunction, missing or damaged traffic or street
sign, pothole or any other condition, which is not an emergency?

A. Reporting of non-emergency conditions should be reported to the Highway
Department during the hours of 8:30 AM to 4:30 PM, Monday through Friday. Please be
ready to provide all of the necessary information such as nearest property address,
telephone pole number, sign wording, nearest crossroad and any other pertinent
information to assist our office.

8. Who is responsible for the maintenance of the sidewalk adjoining my
property?

A. The structural maintenance of the sidewalk is the responsibility of the Town Highway
Department. You may report any sidewalk defects to the Highway Department during the
hours of 8:30 AM to 4:30 PM, Monday through Friday. However, it is the responsibility of
the property owner to keep the sidewalk abutting their property clear of snow and ice.
Sidewalks must be cleared of snow and ice within 24 hours after the snow ceases to fall.
In addition, property owners are responsible to prune and trim all landscaping items such
as hedges, small trees, flowerbeds and grassy areas.
