Housing Choice Voucher Program (Section 8)
The Housing Choice Voucher Program (also known as “Section 8”) is funded by the US Department of Housing and Urban Development (HUD) and provides rental assistance to income‐eligible individuals and families. The Town of Mamaroneck Public Housing Agency (PHA) is authorized by HUD to administer 647 vouchers; however limited funding prevents the PHA from issuing all of the vouchers available. There is currently a waiting list for rental assistance, with an average wait time of more than 5 years.

Obtaining an Application
The Town of Mamaroneck Housing Choice Voucher Program Waiting List is currently closed. We are not accepting applications at this time.
When the waiting list is open, HUD permits the PHA to establish a preference for applicants who are senior citizens age 62 and older, people with disabilities, military veterans, victims of domestic violence, and working families whose income is at or below 30% of the median income for Westchester County based on family size. Preferences may change from time to time or be eliminated entirely to permit all eligible individuals and families to apply for housing assistance. HUD sets the income limits for eligibility each year in March. Eligible families must have an annual gross income from all sources that is equal to or less than 50% of the median income for Westchester County based on their family size. Look for the current year, click on the link and follow the prompts to search for New York and then Westchester County. The income limits for that year will be displayed, to help you determine if you are eligible for federal housing voucher assistance.

Information for Rental Property Owners
The Housing Choice Voucher program assists lower income individuals and families to live in decent, safe and sanitary housing within our community by paying a portion of their rent for an apartment they might otherwise be unable to afford. Senior citizens, veterans, and people with disabilities who receive voucher assistance are able to remain in their community while living on a fixed income. Voucher tenants generally pay approximately 30% of their gross income toward the rent and the voucher program covers the rest. In the event the family’s income changes due to a job loss, the voucher program will make up the difference to ensure that the owner receives the full amount of the rent each month. These are some of the benefits of renting to a voucher holder.
The Town of Mamaroneck voucher program relies on our local property owners to offer their available rental housing units to voucher holders in our community. HUD determines the average Fair Market Rent for Westchester County, as well as by individual zip code, each year in October. HUD permits the Town to authorize rents of up to 110% of the fair market rent for units where applicable. Public Housing Agency Plan and Administrative Plan
The Public Housing Agency Plan is a comprehensive guide to PHA policies, programs, operations, and strategies for meeting local housing needs and goals. The completed plan is submitted to HUD every 5 years, and updated annually to address progress toward those goals. The plan must be made available for public review and comment at least 45 days prior to a public hearing.
The Town of Mamaroneck PHA makes the draft plan available to the public in mid‐August for review and submission of comments, and the final plan is approved following the public hearing which is scheduled annually in early October. The final plan must be approved by the Town Board as the governing body of the Town of Mamaroneck PHA. The approved plan must be submitted to HUD no later than 75 days prior to the start of the Town of Mamaroneck PHA's fiscal year which begins on January 1.
The Administrative Plan further documents the policies and procedures for administering the Housing Choice Voucher Program. The Administrative Plan is updated as needed based on policy changes or HUD requirements.
